Japanese men confirmed to have COVID-19(Coronavirus) after negative tests??

According to Straitstimes on 11 February 2020, 2 Japanese citizens who evacuated from the epicentre of a novel coronavirus outbreak have been diagnosed with the infection after initially testing negative.

The first evacuee is a man in his 50swho was previously tested negative twice. He later tested positive on his third test. He has been isolated in his hotel room since his return to Japan on 29 January 2020.

The second evacuee is a man in his 40s who was previously tested negative once. He later tested positive on his second test.

The reason why the previous tests of the 2 men came out to be negative is still unsure.
